The All India Punjab National Bank Officers’ Association (AIPNBOA) has issued a letter highlighting troubling developments at the bank’s H-PLP Vapi branch in Gujarat. The letter, dated June 9, 2025, alleges toxic work practices, mental harassment, and misuse of authority by Assistant General Manager (AGM) Shri Pratap Kumar Patidar, leading to a demoralised workforce and poor business performance. The branch, located in one of Gujarat’s most commercially vibrant regions, has reportedly ranked among the lowest-performing branches nationwide.
Union Alleges Toxic Work Culture Under AGM Leadership
The circular, shared by the Surat Circle Secretary of AIPNBOA, Amit Rai, and Assistant General Secretary (AGS) of Ahmedabad Zone, outlines that officers stationed at the H-PLP Vapi branch are facing "undue pressure and humiliation" at the hands of AGM Shri Pratap Kumar Patidar. Repeated complaints and follow-ups with senior management, the letter notes, have not yielded any resolution.

Frequent Role Changes Raise Staff Concerns
According to the AIPNBOA union letter, the AGM frequently changes staff roles and responsibilities, causing confusion and lowering morale. The document cites examples where officers were reassigned multiple times in short intervals, affecting their efficiency and focus.
One Officer-Credit reportedly had their duties changed at least four times between November 2023 and January 2025. Another Relationship Manager (RM) was reassigned just before a key performance review — a move the union alleges was driven by personal bias.
Branch Ranks Among Lowest Nationally Despite Strategic Location
The above mentioned letter states that due to the “toxic environment,” business at the H-PLP Vapi branch has suffered greatly. Despite being located in Gujarat’s thriving Gujarat Industrial Development Corporation (GIDC) zone, the branch ranked among the lowest in India on various business performance metrics:
Ranking Period | All India Rank |
Sept 2024 | 138 |
Oct 2024 | 139 |
Nov 2024 | 140 |
Dec 2024 | 141 |
Jan 2025 | 134 |
Feb 2025 | 127 |
Mar 2025 | 138 |

In FY 2024–25, the branch’s MSME business achievement stood at ₹179.59 Cr against a target of ₹267.50 Cr.
Appeal for Intervention
The union notes that earlier they were given to understand that the AGM would be transferred, but most such orders are yet to be implemented. With morale falling and business lagging, the association has made a fresh appeal to bank leadership for corrective action.
The circular concludes with a call to improve the work environment at H-PLP Vapi and across the Surat Circle to protect staff well-being and ensure better business outcomes.
The AIPNBOA’s letter shows a troubling picture of working conditions at PNB’s H-PLP Vapi branch. The union’s appeal emphasises the urgent need for action to safeguard employee welfare and restore the branch’s operational efficiency.
