‘Govt Bans Festival Gift Spending to Cut Costs’ A Message Circulates

A message is being circulated in social media claiming that the Government of India has banned spending on festival gifts, including Diwali, by ministries, departments, and public sector bodies to promote fiscal discipline and cut non-essential expenses.

It is said in a message that the Government of India has announced that no money from public funds should be spent on gifts or related items during festivals, including Diwali.

As per the message being circulated, in a new order issued by the Ministry of Finance on 19 September 2025, the Department of Expenditure said the move is part of efforts to encourage financial discipline and reduce non-essential spending. The ministry stated that public resources must be used carefully and only for important needs.

The directive clearly mentions that ministries, departments, and other government organisations are not allowed to spend on gifts for Diwali or any other festival.

This order was approved by the Secretary (Expenditure) and has come into effect immediately.

Copies of the order have been sent to the Cabinet Secretary, financial advisors of all ministries, the Department of Public Enterprises, and the Department of Financial Services. Public Sector Banks, financial institutions, and Central Public Sector Enterprises (CPSEs) have also been asked to follow the same instructions.
