AIBEA Seeks Clarification on Fitment Formula for Substaff Promotions

AIBEA has urged the IBA to revise the fitment formula so that substaff promoted to clerical cadre with JAIIB/CAIIB qualifications receive fair pay benefits similar to clerical-to-officer promotions.

The All India Bank Employees’ Association (AIBEA) has written to the Indian Banks’ Association (IBA) raising an important issue about the promotion of substaff to clerical cadre. The concern relates to how the fitment formula is applied for those who have already passed the JAIIB (Junior Associate of Indian Institute of Bankers) or CAIIB (Certified Associate of Indian Institute of Bankers) examinations.

In August 2024, the IBA had issued a circular regarding staff fitment at the time of promotion. This circular included a clear provision for officers who move up from clerical positions, but no such clarity was given for substaff who move into clerical roles.

The Core Issue
When a clerical employee who has passed JAIIB or CAIIB is promoted to officer level, their fitment formula allows for a reduction of increments that were earlier given for passing the qualification. These increments are then re-added in their new pay scale, ensuring that the benefit of the qualification is not lost.

However, for substaff moving to clerical positions, this system has not been applied. As a result, those who have worked hard to earn professional qualifications like JAIIB or CAIIB are at a disadvantage when they get promoted from substaff to clerical cadre.

AIBEA explained this with a pay comparison:

  • Without provision:
    • Basic pay of substaff with JAIIB/CAIIB: ₹23,820
    • Fitment as per current IBA formula: ₹28,070
  • If the provision is added (like for clerical to officer promotions):
    • Basic pay of substaff with JAIIB/CAIIB: ₹23,820
    • Reduced by 3 increments (notional): ₹21,495
    • Fitment as per IBA formula: ₹25,970
    • Adding 3 increments for JAIIB/CAIIB: ₹29,720

This shows a clear difference in the final pay after promotion. Without the provision, employees lose out financially.

AIBEA’s Demand
The union has urged the IBA to correct this anomaly. They have requested that the same principle applied for clerical-to-officer promotions should also be extended to substaff-to-clerical promotions. This would ensure fair treatment for employees who have invested time and effort in qualifying for JAIIB/CAIIB.

Fair Promotions for All Cadres
AIBEA’s intervention highlights the need for consistency and fairness in promotion policies across different cadres in the banking sector. The demand is not for extra benefits, but for equal treatment of substaff who hold professional qualifications. Addressing this issue will boost morale and encourage more employees to pursue professional banking courses.
