AIBOBOU Demands Transparency in Bank of Baroda’s Promotion Policy

The All India Bank of Baroda Officers’ Union has urged the bank to adopt a transparent promotion system, demanding PNB’s model of publishing results to restore fairness and officers’ confidence.

The All India Bank of Baroda Officers’ Union (AIBOBOU), which is affiliated to the All India Bank Officers’ Association (AIBOA), has once again raised its concerns about the bank’s current promotion policy. In a detailed letter dated 27 September 2025, the union addressed the General Manager (HRM) of Bank of Baroda, highlighting what it calls “persistent anomalies and lack of transparency” in the promotion process.

Long-standing Disputes Still Unresolved
The union reminded the management that several disputes related to previous promotion exercises, especially those from 2020, are still unsettled. Some matters remain before the courts, while others are being dealt with through conciliation under the Dy. Chief Labour Commissioner (Central), Mumbai. The next conciliation hearing is scheduled for 10 October 2025, and the authorities have directed the personal participation of the bank’s senior management in the matter.

Immediate Steps for Transparency
While the union stressed that it reserves its right to continue fighting for larger reforms, it also put forward certain immediate measures for the forthcoming promotion exercise. The purpose of these suggestions, according to the union, is to restore officers’ faith in the process and bring a minimum level of fairness until broader policy changes are made.

The union has demanded that Bank of Baroda adopt the model already being followed by Punjab National Bank (PNB), where promotion results are published in a transparent and structured manner.

Key Demands of the Union
The union has suggested a six-stage framework for greater transparency:

1. Written Test Results: Results of written tests should be displayed instantly on the candidate’s screen after completion, similar to CAIIB examinations. Later, these marks should be published in descending order through an official circular.

2. Performance Appraisal Marks: Numerical marks linked to performance grades in the GEMS system should be published so that each officer can calculate their three-year performance average independently.

3. Fair Interviews: Interview panels should ensure impartiality. If any candidate fails by scoring less than 50% in the interview, it should be properly justified and documented. Marks awarded by each panel member must also be recorded and preserved.

4. Individual Scorecards: Each candidate should receive a complete breakdown of their marks, covering qualification marks, written test marks, appraisal marks, interview marks, total score, cut-off marks, and final results.

5. Publishing of Final Lists: The bank should publish the list of promoted officers scale-wise and channel-wise (both fast track and normal channel) through an official circular.

6. Grievance Redressal: Complaints should be addressed within ten days, and candidates must be given access to relevant documents if required.

A Call for Fairness and Confidence
According to the union, these steps would represent a small but important move towards fairness. It would also help in reducing dissatisfaction and mistrust among officers until the larger structural issues in promotion policy are resolved.

The letter was not only sent to the Bank of Baroda management but also copied to several important authorities, including the Ministry of Finance, the Chief Labour Commissioner, and senior executives of the bank. By escalating the matter in this way, the union has signalled the seriousness of its demands and its determination to achieve a transparent and just promotion system.

Union Continue Struggle
The All India Bank of Baroda Officers’ Union has made it clear that its struggle will continue until the promotion policy becomes truly fair and transparent. By pressing for the adoption of the PNB model, the union is calling for an immediate, practical step that could help in rebuilding trust among officers, while larger disputes are addressed through legal and official channels.
