AIRRBEA Led Unions in Baroda UP Bank Expresses Concern Over Non-Implementation of 12th BPS Benefits

Baroda UP Bank unions protest management’s partial implementation of 12th BPS benefits, citing delayed entitlements, employee unrest, and calls for urgent resolution.

The AIRRBEA affiliated Baroda UP Bank Officers Association (BUPBOA) and Baroda UP Bank Employees Union (BUPBEU) have raised serious concerns regarding the non-implementation and delayed execution of benefits under the 12th Bipartite Settlement (BPS) and the 9th Joint Note, despite Government of India’s explicit orders.

In a letter dated October 23, 2024, addressed to the bank’s Chairman, the unions pointed out that the management has failed to implement key benefits in accordance with directives of the Department of Financial Services (DFS), resulting in widespread frustration among employees. The unions cited that nine benefits remain completely unimplemented, while seven were implemented much later than the prescribed date.

Although the DFS mandated the implementation of salary revisions according to the 12th BPS through the notification dated July 8, 2024; whereas it was implemented in the sponsor banks in mid-March 2024.

The workforce at Baroda UP Bank has been facing a partial implementation of the 12th BPS benefits, which has led to widespread discontent among employees. The following table provides a detailed breakdown of the unimplemented and late-implemented benefits:

The Delay in Parity

Vikram Kumar Srivastava, General Secretary of BUPBOA, told Kanal, “It is deeply disappointing that Baroda UP Bank’s management has disregarded significant portions of the 12th BPS and 9th Joint Note benefits, including crucial elements like the leave rule and officiating allowance. Achieving parity with the sponsor banks was a hard-won milestone, now dismissed outright. The delay in parity benefits is denial of our rightful benefits is simply unacceptable.”

He added, “The failure to implement these Ministry of Finance and DFS mandated benefits is causing significant unrest among employees. We urge management to address these issues promptly, or further industrial action may be inevitable.”

The partial implementation of 12th BPS benefits at Baroda UP Bank highlights a troubling pattern of management neglect. Similar issues persist in other Regional Rural Banks, awaiting urgent redressal.
