Whistleblower Letter Exposes Alleged Discrimination, HR Violations, and Mismanagement in Jammu & Kashmir Grameen Bank

A group of employees has submitted a whistleblower representation to the Board of Directors of Jammu & Kashmir Grameen Bank. The letter alleges serious issues including discrimination, forced overtime, denial of leave, lack of transparency, and financial irregularities affecting outsider employees posted in Kashmir.

Employees of Jammu & Kashmir Grameen Bank posted in the Kashmir region have filed a detailed representation to the bank's Chairman and Board. Submitted under the Whistleblower Protection Policy, the letter accuses the management of ongoing discriminatory practices, targeting outsider staff, and systemic irregularities affecting their professional rights and welfare.

Leave Denial, Confirmation Delays, and Medical Disparity
According to the representation, leave is frequently denied to outsider employees with remarks like “GM Nahi Maanta.” Medical leave approvals require excessive verification, unlike those granted to Jammu-based employees. Despite confirmation of service months ago, confirmation letters remain unissued, resulting in the denial of staff benefits and contradicting HR enforcement during resignations.

Overwork Due to Staff Shortage
According to the above mentioned letter, employees are forced to work late into the night under pressure of NPAs and aggressive targets. Branches in Kashmir reportedly operate with just two employees instead of the required four. This acute staff shortage makes it nearly impossible to achieve unrealistic goals, forcing staff to work overtime regularly. The excessive workload and prolonged hours are impacting their physical and mental well-being.

Inspection Bias and Post-Exit Victimisation
Employees allege that inspectors protect Jammu-based staff while targeting outsiders. In some cases, retrospective inspections were reportedly initiated after resignation, raising concerns of deliberate victimisation and misuse of internal processes to harass specific individuals.

Mental Harassment and RM’s Suicide
The suicide of Bhagwan Singh Saini, a former Regional Manager, is cited in the letter. The staff claims he was mentally harassed despite his efforts to improve staff welfare. Post his death, the management allegedly pressured the family to stay silent.

Posting Monopoly and Transfer Bias
According to the letter, some employees have remained in control office postings for over a decade without rotation, avoiding challenging assignments in Kashmir. This has raised concerns of cronyism and lack of transparency. The letter also notes violations of SK Mitra Committee guidelines, with Scale-I officers managing many Kashmir branches, while senior officers remain in support roles in Jammu. Additionally, outsider staff are made to serve in Kashmir for 6–7 years, whereas Jammu-based employees are rotated every two years.

Final Observations and Employee Demands
According to the letter, these irregularities are occurring in full view of NABARD and the Board of Directors, including civil service officers, but are reportedly being ignored. The employees seek urgent intervention, a fair inquiry, disciplinary action against those misusing authority, and protection of employee rights. They also call for transparent policies on promotions, leaves, transfers, deputations, and claims.

Final Warning and Escalation Plan
The letter concludes with a 14-day notice for the bank to act. If no action is taken, the employees have stated their intention to approach the Hon’ble Supreme Court, Anti-Corruption Bureau, Enforcement Directorate, national media, the Finance Ministry, and the Prime Minister’s Office. They also mention being prepared to share documents, audio clips, and internal records to support their claims
