AIRRBEA Unions in Baroda UP Bank Announce Agitation Over Unresolved Employees Issues
AIRRBEA-affiliated unions in Baroda UP Bank have announced an agitation over unresolved employee grievances and management’s inaction. The protest follows DFS's recent stern directive to RRBs over non-compliance with government orders.

The All India Regional Rural Bank Employees Association (AIRRBEA)-affiliated unions of officers and employees in Baroda UP Bank have announced a series of agitation programs, citing the management’s failure to implement agreements and resolve long-pending employee grievances.
The joint agitation notice, issued on March 5, 2025, by the Baroda UP Bank Officers’ Association and Baroda UP Bank Employees Union, highlights the management’s continued inaction despite structural discussions and government directives. The call for protest comes shortly after the Department of Financial Services (DFS) issued a stern directive slamming RRBs for non-compliance, further validating employee concerns across RRBs.

Unions Accuse Management of Repeated Delays
In their notice, the unions stated, “Despite structural discussions and agreements reached on December 20 and 23, 2024, the bank management continues to delay implementation, disregarding employee welfare. Instead of addressing core issues, management’s inaction has escalated unrest, forcing us to resort to agitation.”
Agitation Plan
The unions have announced a phased agitation program, warning of further escalation if demands remain unmet:
- March 10 – Black badge protest
- March 11 – Gate meetings at regional offices and memorandum submission
- March 25 – Mass dharna at the bank’s head office
- Business boycotts and work slowdowns in subsequent phases
Key Demands of Unions are:
- Full implementation of the 12th Bipartite Settlement and 9th Joint Note
- Timely promotions and revised vacancy-based promotion dates
- Increased NPS employer contribution to 14% with arrears
- Resolution of perquisite tax issues, ensuring the bank bears the TDS burden
- Approval of long-pending staff loans and benefits
- Revisions in transfer policy in line with government directives
- Regularization of temporary staff and enhancement of wages for sanitation workers
The Baroda UP Bank Employees Union and Officers' Association have held the management accountable for the unrest, warning that if their demands are not met, they will intensify their protests, potentially impacting banking operations. With DFS already questioning RRB managements for defying government orders, all eyes are now on Baroda UP Bank’s response to this growing agitation.
