Amalgamation of RRBs: Baroda UP Gramin Bank Unions Demand Headquarters in Lucknow Post RRB Amalgamation
The Baroda UP Gramin Bank Unions has demanded Lucknow as headquarters for the proposed RRB under the ‘One State - One RRB’ in Uttar Pradesh. Unions have emphasised that Lucknow as headquarters would administratively benefit the larger interest of customers and its employees.

AIRRBEA affiliated Baroda UP Bank Employees Union and Baroda UP Bank Officers Association has formally submitted a letter to the Chief Minister of Uttar Pradesh, Mr. Adityanath, recommending Lucknow as the headquarters for the proposed amalgamation of Regional Rural Banks (RRB). The unions emphasised the strategic and operational benefits of selecting Lucknow, citing its existing geographical placement, infrastructure and connectivity.
The letter to the UP CM dated November 13, 2024 stated, “Proposed state-level RRB’s headquarters in Lucknow will ensure accessibility, administrative convenience, and efficient policy execution for Uttar Pradesh. If the headquarters of the proposed RRB is located in Lucknow, it will undoubtedly serve as a central hub for the entire state.”

On November 11, Prathama UP Gramin Bank Officers Association placed a request to the Chief Minister recommending Lucknow as the headquarters for the RRB post amalgamation.
Lucknow as Coordination Centre
As per the argument of unions, Lucknow as headquarter would be the centre point for upcoming RRB amalgamation. The letter categorically emphasised that, “Baroda UP Gramin Bank currently operates in 31 districts, Aryavart Bank in 26 districts, and Prathama UP Gramin Bank in 18 districts of Uttar Pradesh. In this context, establishing the headquarters of the proposed rural bank in Lucknow would ensure accessibility to all these districts and facilitate smooth coordination.”
Vikram Kumar Shrivastav, General Secretary of the Baroda UP Bank Officers Association, told Kanal, “Establishing Lucknow as the headquarters would serve as a central hub for the geographical locations of branches from all three RRBs slated for amalgamation. Additionally, it would enhance the administrative efficiency of the RRB because it would also create a sync with the state's administration.”
The DFS on November 4, 2024 proposed a road map for the amalgamation of RRBs to streamline operations of the ‘One State - One RRB’. However, Prathama UP Gramin Bank Officers Association opposed the proposed sponsorship of Bank of Baroda for forthcoming One State One RRB in UP.
This development is part of the broader restructuring plan of the RRBs, which aims to ensure stronger and efficient rural banking institutions.
