Amalgamation of RRBs: Prathama UP Gramin Bank Union Propose Lucknow as Headquarters
The Prathama UP Gramin Bank Officers’ Association has recommended Lucknow as headquarters for RRB amalgamation in Uttar Pradesh, emphasising its administrative benefits, existing infrastructure, and superior accessibility in a letter to the Chief Minister. Concerns were also raised about Gorakhpur's logistical challenges.

The Prathama UP Gramin Bank Officers' Association has formally submitted a letter to the Chief Minister of Uttar Pradesh, Mr. Adityanath, recommending Lucknow as the headquarters for the proposed amalgamation of Regional Rural Banks (RRB). The association emphasised the strategic and operational benefits of selecting Lucknow, citing its existing geographical placement, infrastructure and connectivity.
A paragraph from the letter dated November 11, 2024 stated, “Given that Lucknow houses most departmental offices, establishing the headquarters here would ensure better coordination and efficient public service. Furthermore, the city already has a building for Aryavart Bank, which can be utilised for operational needs, reducing setup costs. The capital's status as an investment hub will also enhance the bank's appeal to investors.”

Arguments Endorsing Lucknow as headquarter are as follows:
1. Administrative Proximity: Lucknow, being the state capital, ensures close access to key government departments and resources for smooth operations.
2. Existing Infrastructure: Aryavart Bank’s established office in Lucknow can be repurposed as the headquarters, cutting down on initial investment and setup time.
3. Strategic Appeal: As the financial and political hub, Lucknow’s prominence can attract greater investor confidence and collaboration opportunities.
4. Accessibility: The city’s superior connectivity offers logistical advantages for banking operations and public access.
The letter also expressed concerns over an alleged attempt to choose Gorakhpur as headquarter site with an underlying agenda to please the Chief Minister. So, establishing the headquarters in Gorakhpur, poses logistical challenges such as the distance from central administrative bodies in Lucknow.
The DFS on November 4, 2024 proposed a road map for the amalgamation of RRBs to streamline operations of the ‘One State - One RRB’. However, Prathama UP Gramin Bank Officers Association opposed the proposed sponsorship of Bank of Baroda for forthcoming One State One RRB in UP.
The proposal underscores the need to align the decision with the interests of Uttar Pradesh’s 25 crore residents and the 18,000 employees of the RRBs slated for amalgamation. The association urged the state government to prioritise Lucknow to reflect its commitment to the efficient development of rural banking infrastructure.
