The All India Union Bank Officer Staff Association has addressed a formal complaint to Shri Asheesh Pandey, Managing Director and Chief Executive Officer of Union Bank of India. The letter, accessed by Kanal, dated October 9, 2025, calls for an impartial enquiry into the alleged misconduct of Mr. Dharmendra Rajoria, Regional Head (RH), Sambalpur, Odisha.
Allegations of Misconduct
The association has alleged instances of harassment, use of abusive language, and inappropriate behaviour towards officers in the Sambalpur region. Specific complaints include offensive remarks toward female officers, arbitrary transfers violating board policies, and acts of physical aggression such as tearing or throwing documents. Reports also mention incidents of public humiliation of branch heads in front of staff.
Representation from Officer
According to the letter, around 60 officers, including branch heads and female officers, submitted a representation in May 2025. They reportedly sought intervention from the Central Office, highlighting what they described as dictatorial behavior by the RH, Sambalpur.

Initial Enquiry and Findings
According to the given information, to investigate the matter, the Deputy Zonal Head (DZH), Bhubaneswar, was assigned to conduct a fact-finding exercise. The report was submitted in June 2025 and, as per AIBOA's communication, allegedly portrayed the RH, Sambalpur, in a favorable light, leading to dissatisfaction among officers.
Officers’ Continued Grievance
Following the initial findings, the officers once again approached the Managing Director on June 19, 2025. They reportedly raised concerns about the inquiry’s credibility and requested an investigation by an impartial authority capable of ensuring transparency and fairness.
Subsequent Transfers and Controversy
The association expressed surprise over the transfer of six officers—including four Chief Managers, one Manager, and one HR Officer—on July 5, 2025. The letter claims these actions were taken before the completion of the investigation and contrary to established procedures.
Demand Fair Investigation
The AIBOA’s letter underscores the demand for transparency and due process within Union Bank of India. The association continues to press for an impartial investigation to ensure fairness and uphold professional conduct across all regional offices.
