Union Bank Unions Protest Extension of Rotation Transfer Timeline

The Joint Forum of Union Bank Unions opposed management’s decision to extend rotation transfers beyond 30 June, citing violation of settlement terms, and urged employees to formally object through letters and legal references.

The Joint Forum of Union Bank Unions has opposed the extension of the employee rotation transfer exercise beyond the stipulated deadline of 30 June, calling it a violation of the internal settlement and transfer policy. The Forum has urged employees to formally object to the management’s decision.

Forum Opposes Deviation from Settlement
On 22 August 2025, the Joint Forum of Union Bank Unions (JFUBU) issued Circular No. 08/2025 criticising the management’s decision to continue enforcing rotation transfers until 31 October. According to the Forum, this violates the internal settlement in Union Bank of India, which mandates that all such transfers be completed by 30 June each year.

“But this time, the management has cited some petty reasons to violate this clause in the settlement and notified that the rotation transfers will be enforced till November,” a representative of AIUBEF told Kanal. He further added that the majority union has also agreed to this deviation against the interests of employees.

Call for Objection Letters
The Forum instructed employees to register their objections by submitting letters to the General Manager of Union Bank through their Branch Heads. A sample format of the objection letter has been circulated along with the circular. The draft letter cites a pending case before the CGIT-cum-Labour Court and the statutory advice of the Labour Commissioner directing that no prejudicial action be taken until the award is passed.

Allegation of Joint Move with Majority Union
The circular alleged that the majority union had supported the management’s decision to extend the transfer deadline. The Forum observed that such tolerance of management’s move was “unworthy for a trade union.”

“We shall go on fighting against such an anti-employee joint move of Management with the majority union with all the strength at our disposal,” the circular said.

Reference to Labour Authorities
The Forum highlighted that it had written to the Deputy Chief Labour Commissioner (Central), Kolkata, reiterating its earlier submissions and seeking action on the advice issued by the Chief Labour Commissioner (Central), New Delhi. A copy of the letter dated 30 June 2025 was also shared with constituents.

Reaffirming its opposition, the Joint Forum stated that the enforcement of rotation transfers beyond 30 June is both unlawful and against the Bank’s policy settlement. The Forum called on employees to remain united, record their objections in writing, and resist the management’s decision until the matter is resolved.
