AIBOBOU Flags Toxic Work Atmosphere, Arbitrary HR Policies and Breakdown of Social Dialogue in Bank of Baroda

The All India Bank of Baroda Officers’ Union has raised serious concerns about work culture, HR transparency, and grievance handling in Bank of Baroda.

The All India Bank of Baroda Officers’ Union (AIBOBOU) has raised multiple concerns regarding work culture, transparency in HR policies, and the status of social dialogue within Bank of Baroda (BoB), according to a circular issued on  December 8, 2025. The union has asked, “Is this truly a Public Sector Bank? Who is running the bank? Where is accountability?” while seeking clarification from the Department of Financial Services (DFS) on the Bank’s accountability and compliance mechanisms.

AIBOBOU stated that officers across India are reporting stress, fear driven functioning, and hostile behaviour in the workplace, with incidents of severe distress also highlighted. The circular alleges that no competent authority has acknowledged these concerns, and internal mechanisms have not effectively addressed them. 

The union further pointed to lack of transparency in transfer and promotion policies, stating that transfer orders reportedly violate DFS guidelines and that the GEMs based appraisal system is viewed as opaque and unverifiable. The document additionally questions the appearance of an anonymous figure referred to as “Mr. GEMS Bond” in HR communications. 

AIBOBOU also reported concerns regarding the handling of disciplinary proceedings, alleged misuse of administrative circulars, and inconsistent treatment of officers. It stated that POSH complaints and medical related decisions were not being addressed in a manner consistent with statutory expectations. 

The union noted a breakdown of social dialogue, stating that senior management had not engaged directly despite multiple representations and proceedings. It also questioned the silence of other trade unions. 

AIBOBOU has asked DFS to clarify who holds responsibility for ensuring transparency, fair HR practices, and meaningful dialogue in Bank of Baroda. The union stated it will continue its efforts through representations, legal action, and mobilisation.
