The All India Union Bank Employees Federation (AIUBEF) has submitted a detailed communication to the bank’s Managing Director and CEO regarding issues arising from the latest circular on uniform banking hours. The Federation has highlighted multiple operational and staffing-related concerns and sought clarity to ensure smooth functioning across branches.

Federation Highlights Need for Clear Working Hour Instructions
The Federation pointed out that while the circular mentions the time for attending duty, it does not specify the time for leaving the bank. Employees have raised concerns that fixed working hours should include clear definitions for both reporting and exit times to avoid inconsistency.

Concerns Over Continuous Working Without Breaks
A key point raised is that employees should not be required to work continuously for five hours without a break. The Federation noted that a break of at least half an hour is essential to support staff well-being and performance.

Issues Related to Cash Counters and Employee Rotation
The circular instructs that specific cash counters must not be manned by different employees in the name of uninterrupted customer service. The Federation has requested clarification on how such counters will be staffed, especially in branches with limited manpower.

Clarification Needed on Handling Customers Inside Branch Premises
The Federation noted that the circular states all customers entering during business hours should be attended. However, it remains unclear whether employees are expected to work beyond their scheduled hours in such situations. The Federation recalled similar issues during the 2016 demonetisation period, where ambiguities led to disputes.

Staffing Requirements to Ensure Uninterrupted Services
The Federation stressed that if no customer counter is allowed to remain unmanned, the management must ensure adequate clerical staff in all branches. Proper staffing is necessary to maintain uninterrupted services without overburdening employees.

Need for Adequate Infrastructure and Support
Another point highlighted is the need for proper infrastructure in branches to support timely and efficient customer service. The Federation urged the management to address these gaps so that staff can fulfil customer expectations effectively.

Concern Over Subordinate Staff Shortages
Subordinate staff play an essential role in supporting frontline banking services. According to the Federation, existing shortages hinder operations, and the bank must consider steps such as absorbing casual employees into permanent roles.
