Assam Gramin Vikash Bank Employees Association Holds 9th Biennial Conference

The 9th Biennial Conference of Assam Gramin Vikash Bank Employees’ Association highlighted key issues faced by Regional Rural Bank employees. Leaders adopted resolutions advocating policy reforms, job regularisation, better service conditions, and economic stability.

The 9th Biennial Conference of the Assam Gramin Vikash Bank Employees’ Association (AGVBEA) concluded on January 25, 2025, at the Brihattar Rukmininagar Socio-Cultural Centre auditorium in Guwahati. The conference began with the ceremonial hoisting of the association’s flag by its President, Manna Dutta.

The open session, presided over by Manna Dutta, commenced at 11:00 AM and was attended by key leaders from various banking associations. The meeting included addresses by the President and General Secretary of NFRRBE (AIRRBEA), the President and General Secretary of BEF (NER), the General Secretary of NERRRBEF, as well as leaders from the AGVB Officers’ Association and the AGVB Retired Staff Association.

Addressing the gathering, the leaders emphasized the significant issues and achievements of the RRB employees’ movement, alongside broader concerns affecting the working class across the country. During the session, Shiv Karan Dwivedi, General Secretary of NFRRBE, unveiled a souvenir commemorating the event. The session concluded with a formal vote of thanks delivered by Utpal Sarma, Regional Secretary of the AGVBEA Guwahati Regional Committee.

Following the open session, the delegate session commenced with a one-minute silence to honour departed colleagues, esteemed personalities, and martyrs of the global working-class movement. More than 350 delegates and observers from across the bank’s regions participated in the deliberations. The organisational report was presented by General Secretary Samiran Medhi, while Finance Secretary of the organisation, Atulya Kr Dutta placed the audited financial report before the house.

Resolutions Adopted

The conference adopted multiple resolutions pertaining to crucial issues. They are as follows:

1. On Demand of Formation of NRBI 

2. On demand of regularisation of jobs of part time sanitation workers of the bank.

3. On Amendment of the bye laws of Assam Gramin Vikash Bank Employees Association. 

4. On demand of OPS for all and scrapping NPS. 

5.On demand of immediate revision of Promotion Rules & Service Regulations- Proper manpower policy- Adequate Recruitment & Promotion of staff in time- Early publication of K V Shaji Committee report. 

6. On demand of proper and full implementation of 12th BPS & 9th Joint Notes. 

7. On demand to curb price rise of essential commodities.

The 9th Biennial Conference of AGVBEA served as a crucial platform for addressing the pressing concerns of Regional Rural Bank employees and reinforcing their collective strength. With the adoption of key resolutions, the association reaffirmed its commitment to advocating for employee rights, improved service conditions, and policy reforms that impact the rural banking sector.
