Call for Equitable Treatment: RRB Officers Demand 12 BPS Benefits on Par with Commercial Banks

The All India Regional Rural Bank Officers’ Federation (AIRRBOF) has urgently demanded the implementation of benefits outlined in the 12th Bipartite Settlement (BPS).
The AIRRBOF letter to the Prime Minister, dated March 28, highlights the delay in implementing the 12th Bipartite Settlement and 9th Joint Note. While nationalised commercial banks swiftly applied the revisions, RRBs face prolonged approval processes.
The RRB employees, entitled to the same salary and allowance revisions, express distress due to delayed approvals. This discrepancy causes anxiety among RRB staff members.
RRBs Parity with Sponsor Banks
The benefits of the signed 12th BPS agreement and 9th Joint Note have been extended and approved to commercial banks, acting as sponsor banks for RRBs, despite the election model code of conduct. However, RRBs are concerned about the unequal treatment in benefit extension.
Srijan Kumar Pal, General Secretary of AIRRBOF, told Kanal, “Sponsor banks have received approval for salary and allowance revision, while RRBs are told to wait until the conclusion of general elections. This delay hampers the extension of 12 BPS benefits.”
He emphasised, “RRBs make significant contributions like commercial banks and deserve equal treatment from the government.”

Recognising RRB Significance
Regional Rural Banks in FY 2022-23, exhibited a stellar turnaround performance achieving record profits, lowest Gross Non-Performing Assets (GNPA) in seven years, and significant turnarounds, despite ongoing employee demands and challenges.
In conclusion, the demand for equitable treatment and comprehensive implementation of the 12th Bipartite Settlement and 9th Joint Note underscores growing demand in the Regional Rural Banks to secure equal parity in par with the commercial banks and address the grievances of employees. As calls for government intervention persist, the resolution of these issues remains paramount for the stability and prosperity of RRB employees and the rural banking community as a whole.
