CLC Holds Conciliation Meeting on AIRRBEA Demands, Reviews Non-Implementation Issues

On November 19, 2025, the Chief Labour Commissioner (Central) [CLC(C)] and two Assistant Labour Commissioners (Central) conducted a conciliation meeting in Delhi to address issues raised by All India Regional Rural Bank Employees Association (AIRRBEA) and affiliated bodies. Representatives from the Department of Financial Services (DFS), NABARD, sponsoring banks and multiple Regional Rural Banks (RRBs) participated in the session. The discussions focused on pending matters related to wage revision implementation, service conditions and compliance with Government of India instructions.
Conciliation Meeting Reviews AIRRBEA Submissions
During the proceedings, AIRRBEA, NFRRBE, NFRRBO and NFRRRBS submitted RRB-wise details outlining the non-implementation of the 12th Bipartite Settlement (BPS) and 9th Joint Note (JN). These details were examined by the CLC, who noted the gaps and emphasised that NABARD must take appropriate action based on the data provided.

Authorities Stress Need for Immediate Compliance
The conciliation authorities cautioned the representatives from RRBs and sponsoring banks regarding delays in implementing Government of India orders. Strong observations were made on the prolonged non-compliance, with directives issued to ensure adherence to prescribed instructions.
DFS Highlights Key Policy Updates Under Process
Officials from the Department of Financial Services informed the participants that efforts were underway to expedite several major policy revisions. These included updates to the HR policy, service rules, regularisation framework and Performance-Linked Incentive (PLI) mechanisms. DFS also indicated that NABARD should take a more assertive role in ensuring compliance by RRBs through their Directors on Boards and Regional Offices.
CLC Advises Strict Timelines for Resolution
The CLC(C) advised specific timelines for resolving the pending issues and stressed that early action was crucial. The meeting was marked by active participation, detailed assessment and firm directions from the conciliation authorities to ensure immediate corrective steps by all stakeholders.
