A number of Regional Rural Banks (RRBs) across states are yet to implement the NABARD-approved common branding directive, which mandates the use of a uniform logo and the ownership tag — “Scheduled Bank Owned by Government.” The directive, approved by the Department of Financial Services (DFS) in July, was aimed at establishing a cohesive brand identity for RRBs following the implementation of the ‘One State, One RRB’ policy through amalgamation.
The branding initiative was designed to bring uniformity and enhance the visibility of RRBs as government-owned institutions under NABARD’s statutory supervision. However, several RRBs have not adhered to the order, reflecting a broader issue of compliance with directives issued by central supervisory bodies.

However, 10 Regional Rural Banks have complied with NABARD’s branding directive and adopted the uniform logo along with the ownership tag, aligning themselves with the DFS-approved identity framework. These include Bihar Gramin Bank, Uttar Pradesh Gramin Bank, Odisha Grameen Bank, Madhya Pradesh Gramin Bank, Jammu & Kashmir Grameen Bank, Rajasthan Gramin Bank, Andhra Pradesh Grameena Bank, Karnataka Grameena Bank, Maharashtra Gramin Bank, and Gujarat Gramin Bank.
Their implementation reflects adherence to the unified visual identity envisioned by NABARD to strengthen the collective recognition of RRBs as “Scheduled Banks Owned by Government.”

RRBs Without Ownership Presentation
As per the collected information, 11 RRBs have not used the designated — “Scheduled Bank Owned by Government” tag as directed by NABARD. They are as follows:
- Assam Gramin Bank
- Chhattisgarh Rajya Gramin Bank
- Himachal Pradesh Gramin Bank
- Jharkhand Rajya Gramin Bank
- Kerala Gramin Bank
- Punjab Gramin Bank
- Sarva Haryana Gramin Bank
- Tamil Nadu Grama Bank
- Telangana Grameena Bank
- Tripura Gramin Bank
- Uttarakhand Gramin Bank
An employee of Assam Gramin Bank, speaking to Kanal on condition of anonymity, explained, “The new name, logo, and ownership signage have been implemented internally in line with NABARD’s guidelines. However, updates on the bank’s website and physical signboards are still pending.”
Despite such internal progress, NABARD had clearly directed all Regional Rural Banks to complete the full implementation of the common branding — including logo and ownership tag — by September 15, 2025, a deadline several banks have yet to meet.
Brand Identity and Compliance Gaps
The lack of compliance with NABARD’s branding framework underscores inconsistencies in the operational standardisation of RRBs post-amalgamation. Despite the DFS’s approval, several banks have continued to use their old logos and omit the new ownership tagline. The continued delay in implementation, however, highlights gaps in administrative execution and oversight.
