Joint Forum of Uttar Bihar Gramin Bank Unions Urge Resolution on 12th BPS Salary and Arrear

The Joint Forum of Uttar Bihar Gramin Bank (JFUBGBU) Unions has raised serious concerns regarding the delayed implementation of the 12th Bipartite Settlement (BPS) salary and arrears. In a letter dated July 20 addressed to the bank's chairman, the union expressed dissatisfaction with the indiscriminate delay in extending these benefits.
The Joint Forum highlighted that despite the Department of Financial Services (DFS) approving the implementation of the 12th BPS benefits, the UBGB board, which convened on July 10 to discuss this matter, has yet to communicate the outcomes to the employees.
The DFS on July 8, 2024 mandated the implementation of salary revisions according to the 12th BPS and ordered all the Chairpersons of the RRBs directed to implement the revised salary on par with the Public Sector Banks.
The forum’s letter posed several critical questions to the bank’s management, demanding timely responses and actions. The key questions included:
- Did the board meeting of the bank implement the DFS order on the 12th BPS? If not, why?
- Why is there discrimination against UBGB employees despite their hard work?
- Why are the proposals and their progress discussed in board meetings kept secret?
- Why is the Performance Linked Incentive (PLI) unpaid while most other gramin banks have disbursed it?

Disparity in Display
The ambiguous stance of UBGB’s management has sparked discontent among its employees. According to the Joint Forum's letter, RRBs in neighbouring states, such as Baroda UP Bank, Aryavart Bank, Prathama UP Bank in Uttar Pradesh, and Jharkhand Rajya Gramin Bank in Jharkhand, have already implemented the arrears and 12th BPS benefits.
One of the bank employees shared their frustration with Kanal, stating, “UBGB management has a longstanding history of taking months to get board approvals for staff benefits. It is unfortunate that our sponsor bank is the Central Bank of India, where senior officials look down upon RRB staff, particularly those of UBGB.”
He further criticised the senior officials, saying, “Officials who sit in air-conditioned offices and create anti-staff policies should be ashamed. Their anti-employee directives through policies and circulars are hollowing out the bank from within.”
Last week, the Uttar Bihar Gramin Bank Employees’ Officers Federation (UBGBEOF) issued a strike notice, announcing a one-day strike on August 9, 2024. This decision follows numerous unsuccessful attempts to address staff-related grievances with the UBGB management.
