RRB Officers Press DFS for Prompt Salary and Allowance Revision Post 12th BPS
RRB officers demand swift salary and allowance revision post-12th BPS, alleging discrimination against RRBs compared to sponsor banks, amid delayed approvals.

In a recent development, the All India Regional Rural Bank Officers’ Federation (AIRRBOF) has urged the Department of Financial Services (DFS), Ministry of Finance, to expedite the implementation of salary and allowance revisions for RRB employees and officers as per the 12th Bipartite Settlement (BPS).
The letter from AIRRBOF to the DFS, dated April 2, highlights the prolonged delay in implementing the 12th Bipartite Settlement and 9th Joint Note. While nationalised commercial banks swiftly incorporated the revisions, RRBs face protracted approval processes, causing distress among their workforce.
Delay in Salary-Allowance Revision
AIRRBOF's letter underscores the urgent need to extend the benefits of the 12th BPS agreement to RRB officers and employees.
It states, “...However, in the past, on all such occasions, there had been prolonged delays in granting approval for extension of the revision of salary and allowances, causing agony and anguish among the staff of RRBs.”

Allegation of Unfair Treatment
AIRRBOF accuses the authorities of unfair treatment and discrimination against RRBs compared to sponsor banks regarding the delay in salary and allowance revisions.
Srijan Kumar Pal, General Secretary of AIRRBOF lamented that, “While officials from sponsor banks placed across RRBs swiftly receive revised benefits, RRB employees and officers are left waiting. This reflects a glaring discriminatory approach by the government.”
He added, “Despite signing the 12th BPS and 9th joint note with IBA on March 8, 2024, DFS has delayed approval for RRBs, citing the onset of the Lok Sabha election code of conduct. However, the Supreme Court referring to section 17 (1) of the RRB Act orders mandatory prompt implementation of salary revisions in RRBs following commercial banks’ revisions.”
This is the second instance within a week where AIRRBOF has voiced concerns over delayed salary and allowance revisions. An earlier letter to the Prime Minister urged the swift extension of 12th BPS benefits.
Despite RRBs’ commendable performance in the past financial year, their workforce awaits parity with commercial banks, which also serve as sponsor banks for RRBs.
