NABARD Calls 13th JCC Meeting for RRBs; Unions Asked to Submit Agenda by July 10
The National Bank for Agriculture and Rural Development invites Regional Rural Banks unions to submit an agenda for the 13th JCC meeting by July 10. Key service, welfare, and HR issues to be discussed.

In a key development concerning policy dialogue in Regional Rural Banks (RRBs), the National Bank for Agriculture and Rural Development (NABARD) has formally initiated preparations for the XIII meeting of the Joint Consultative Council (JCC), requesting all major national-level RRB unions and associations to submit their agenda items no later than July 10, 2025.
In a communication issued by Arti Kar, Deputy General Manager of NABARD’s Institutional Development Department, the council meeting is “tentatively scheduled in the 3rd week of July 2025.” The final date will be communicated separately, the letter added.

Scope Includes Service Conditions, Efficiency & Discipline
The JCC is a tripartite mechanism established in 2009 to discuss key service-related matters in RRBs, including conditions of service, employee welfare, and performance standards. As per the official letter:
“The scope of discussions of JCC includes matters relating to conditions of service and work, welfare of employees, improvement of efficiency, and standards of work and consultation on matters of general principles of recruitment, promotion and discipline.”
However, NABARD has clarified that matters pertaining to salary, allowances, or any issues already settled in court or by government directives will be excluded from discussion. The JCC comprises representatives from sponsor banks, Chairman of RRBs, State Governments, and national-level unions. It functions under the chairmanship of the NABARD Chairman.
NABARD has asked all national-level RRB unions—including the All India RRB Employees Association, All India Grameen Bank Employees Association, All India Gramin Bank Employees Congress, National Confederation of RRB Employees, All India Gramin Bank Workers Organization, All India RRB Officers Federation, All India Gramin Bank Officers Association, All India Gramin Bank Officers Congress, and All India Gramin Bank Officers Organization—to submit their agenda proposals within the framework of the JCC.
Notably, on June 21, 2025, the AIRRBEA issued a strong appeal to NABARD’s Chief General Manager and JCC Convener, Mr. Subrat Nanda, urging the immediate convening of the 13th JCC meeting to resolve several unresolved disputes affecting RRB employees across the country.
Unions Must Respond by July 10
NABARD has called upon all recognised employee and officer unions in the RRB sector—including those affiliated to AIRRBEA, AIBEA, AIBOC, INTUC, BMS, NCBE, and others—to submit their agenda proposals for the upcoming 13th JCC meeting to idd@nabard.org by 10 July 2025.
The upcoming JCC is expected to play a pivotal role in addressing several operational and HR-related issues affecting employees working across the RRB network in India.
