NFRRBO Expresses Concern Against Uncivil Behaviour of Regional Manager in Utkal Grameen Bank
National Federation of RRB Officers (NFRRBO) has raised concerns over the alleged uncivil behaviour of a Regional Manager in Utkal Grameen Bank, citing violations of professional decorum. The incident underscores rising unrest among employees.

The National Federation of RRB Officers (NFRRBO) has flagged serious allegations against the Regional Manager (RM) of Sambalpur Region, Utkal Grameen Bank (UGB), accusing him of uncivilised behaviour and threatening language. The RM abused a representative of the Utkal Grameen Bank Officers Association (UGBOA) during a branch review meeting.
In a strongly-worded letter dated November 11, 2024, addressed to the bank's Chairman, NFRRBO has criticised the RM's conduct as unbecoming of a responsible official.
The letter alleged that the RM belittled the General Secretary of the Utkal Grameen Bank Officers' Association of the during an official meeting, using derogatory remarks against him. This behaviour, the letter claimed, violates the decorum expected in a professional setting and the principles outlined in the Industrial Disputes Act, 1947.

Violation of Industrial Norms
Highlighting the gravity of the situation, the letter also stated: “It is unfortunate that the person sitting in the post of RM does not know the decorum in an official system, not to speak of his understanding about the unfair labour practice and the provisions of Industrial Disputes Act, 1947, etc.” The NFRRBO accused the RM of targeting and ridiculing trade union representative thereby creating a hostile work environment.
The NFRRBO also emphasised that the RM's actions reflect a disregard for fair labour practices and the rights of trade union representatives. It warned that such behaviour could trigger industrial unrest, impacting the bank's overall operations. The letter urged immediate disciplinary measures against the RM to safeguard the interests of employees and maintain workplace harmony.
Controversies Around Regional Managers
UGB has been embroiled in ongoing controversies, with escalating abusive actions of Regional Managers that has led to the eruption of discontent across the workforce.
In July, a troubling incident in the Berhampur region saw a branch manager allegedly assaulted by a Regional Manager, sparking widespread concern among bank employees. Additionally, a female employee accused a senior official of harassment, adding to the bank’s growing list of internal issues.
Furthermore, UGB’s Regional Managers have faced criticism for pushing staff to aggressively promote and cross-sell SBI third-party products (TPPs). This undue pressure has only deepened tensions within the bank, contributing to growing dissatisfaction among employees, with recent resignations serving as a clear example of the unrest.
The concern raised by NFRRBO about the abuse of the officer underlines a bigger crisis of the abusive behaviour of Regional Managers in the RRBs.
