Prathama Gramin Bank Officers’ Union Highlights Pending Concerns in RRB Operations

In a letter addressed to the Chairman of Prathama UP Gramin Bank (PUPGB), the Prathama UP Gramin Bank Officers Federation (PUPGBOF) has raised several unresolved issues that have been affecting bank employees and their welfare. The letter dated January 7, 2025, underscores critical concerns ranging from financial losses due to delayed implementation of benefits to operational irregularities within the bank.

Core Demands Raised by PUPGBOF

The AIBOC affiliated federation’s letter categorically lists six key demands, pressing for immediate action:

  1. 14% NPS Contribution by Employer
    The union highlighted that despite directives from the Department of Financial Services (DFS) and successful implementation by Tamil Nadu Grama Bank since November 2022, PUPGB is yet to implement the 14% NPS contribution, resulting in financial losses for employees under the NPS framework.
  2. Increasing Staff Termination Cases
    A significant rise in terminations, dismissals, and suspensions was noted, often triggered by undue pressure from controlling offices to meet targets during bank-organized camps. The union demanded fair accountability, urging disciplinary action against monitoring authorities along with branch staff in such cases.
  3. Irregularities in Insurance Business
    Concerns over practices in the insurance sector were highlighted, particularly in the recently launched “Health League” campaign for Care Health Insurance. The union criticized these measures, calling for immediate rectification of irregularities.
  4. Tenure of General Manager, HRD
    Questions were raised about the extended tenure of the current General Manager, HRD, who has already completed three years in the role. The union expressed concerns about potential bias in decision-making and demanded immediate action to maintain fairness.
  5. Tax on Perquisites
    The union appealed for the bank to absorb additional tax liabilities imposed on staff due to taxation on perquisites. They stressed that these deductions significantly erode employees' take-home pay, yet the bank has remained unresponsive.
  6. Pending Leave Policy Updates
    Despite provisions introduced in the 12th Bipartite Settlement for staff welfare, the updated leave policies are yet to be implemented. The union urged immediate action to align the bank’s leave rules with industry standards.

Implications of Inaction

The letter has been forwarded to key stakeholders, including the Department of Financial Services, NABARD, and labor commissioners, to ensure transparency and elicit action. This strong stance by PUPGBOF reflects the growing unrest among RRB employees, highlighting the need for immediate intervention to resolve their concerns and enhance operational efficiency.
