The Officers Federation is advocating for the implementation of new leave rules in Regional Rural Banks (RRBs) to match those introduced for officers of Public Sector Banks. According to the 9th Joint Note dated March 8, 2024, the updated leave regulations for public sector banks are set to take effect from April 1, 2024. However, these rules have yet to be applied to RRB officers, prompting the federation to take action.

The federation highlights that officers of RRBs are entitled to identical leave facilities as their Public Sector counterparts. Despite this, the new leave rules have not been implemented in RRBs, creating a disparity that the federation seeks to rectify.

In a letter to the authorities, the federation urges the introduction of the revised leave rules in all RRBs uniformly. They stress the importance of parity in leave entitlements to ensure fairness and consistency across the banking sector. The federation has referenced the new leave rules implemented in UCO Bank, which are similar to those introduced in other public sector banks, as a model for RRBs to follow.

Leave Parity Demand

The media cell of the All India Regional Rural Bank Officers' Federation (AIRRBOF) recently took to the social media platform X to address the issue of leave parity. The tweet stated: “We demand the #Introduction_of_modified_Leave_Rules_in_Regional_Rural_Banks. As per #9th_Joint_Note of 8th March 2024, new Leave Rules for officers of public sector banks have been introduced to be effective from 01/04/2024. The same set of rules has to be introduced for officers of RRBs for the purpose of parity.”

Highlighting the new leave rules implemented for UCO Bank, AIRRBOF stressed the immediate need for the same rules to be extended across RRBs. Key points include:

  • Women employees shall be allowed to take one day sick leave per month without production of medical certificates.
  • A single male parent can avail sick leave for the sick leave for the sickness of his child of 8 years and below subject to production of medical certificate.
  • For calculating privilege leave, all types of leave availed except casual leave and mandatory leave will be excluded.

The federation’s push for action aims to ensure that RRB officers receive the same leave benefits as their peers in public sector banks, promoting equity and fairness within the industry.

In recent months, the demand to implement the benefits of the 12th Bipartite Settlement (BPS) in RRBs has intensified, yet it remains unresolved. The call for leave parity is a critical part of this broader movement for equal treatment and benefits for the RRB workforce.
