Shocking: Six Union Bank Officers Transferred After Complaints of Toxic Work Culture, Abusive Language, and Public Humiliation Against DGM
The All Odisha Union Bank Officers’ Association has raised serious concerns over the transfer of six Union Bank of India officers from Sambalpur Region. It alleges the move is retaliation for complaints against the Regional Head and warns of protests if action is not taken.

The All Odisha Union Bank Officers’ Association (AOUBOA) has formally lodged its protest against what it describes as “unfair transfers” of six Union Bank of India officers from the Sambalpur region. The officers had earlier complained about alleged unprofessional behaviour, intimidation, and a toxic work culture under the leadership of Regional Head Dharmendra Rajoria. The association has called for immediate intervention from the All India Union Bank Officers’ Federation (AIUBOF) and top management of Union Bank of India to address the issue, cancel the transfer orders, and ensure fairness and transparency in the inquiry process.
Union Writes Over Transfer Dispute
On July 7, 2025, AOUBOA wrote to the General Secretary of AIUBOF seeking urgent intervention against the transfer of six officers from Sambalpur Region, including four Chief Managers. The union alleged that the transfers were linked to a written complaint by 59 officers against Regional Head Dharmendra Rajoria, citing intimidation, public humiliation, unwarranted transfer threats, and denial of leave. It urged top management to cancel the orders, conduct a fresh inquiry by an independent team, and restore a conducive working environment.

Union Cites Ethics Violation in Sambalpur
On July 18, 2025, AOUBOA addressed the Zonal Head of Union Bank’s Bhubaneswar Zone, reiterating its demand for cancellation of the transfer orders and seeking the transfer of Mr. Rajoria out of Sambalpur. The letter accused the Regional Head of violating the bank’s code of ethics and creating a hostile work atmosphere. The union warned that the transfers, seen as retaliation, could erode employee trust and harm the region’s growth.

Union Announces Organisational Action
By August 2, AOUBOA expressed “extreme disappointment” at the lack of management response. In a letter to the Zonal Head, it noted that despite ongoing discussions and a pending fresh inquiry, the transferred officers had been relieved, and replacements were posted in their place. Viewing this as an attempt to silence whistleblowers, the union announced a series of organisational actions — including memorandums, black badge protests, demonstrations, and the possibility of a strike — to press for cancellation of the transfers and removal of Mr Rajoria.

Speaking to Kanal, an officer said “Nearly 59 officials raised concerns over toxic work culture, use of abusive language, public humiliation, and denial of leave by the Regional Head, Union Bank of India, Sambalpur Region, which comes under the Bhubaneswar Zone. The concern was expressed in a common letter addressed to the MD & CEO. Based on the complaint, one enquiry was conducted, but it was fully biased and not impartial. As a result of this enquiry report, the victims were again targeted and transferred to far-off locations in the middle of the session. Meanwhile, a fresh enquiry has been completed by the management, and we have great faith that this time the truth will come out and justice will be served to the actual victims.”

Another officer told Kanal “The Sambalpur Regional Office, which is one of the six Regional Offices under the Bhubaneswar Zonal Office, is headed by Regional Head Dharmendra Rajoria, an executive in the rank of Deputy General Manager. Since Mr Rajoria joined the Sambalpur Region two years ago, discontent among officers has been growing. As alleged, he has created a toxic atmosphere of fear by putting undue pressure on staff. Many instances of harsh behaviour and foul language against officers have surfaced. When matters escalated in March, more than 50 officers wrote a letter to the CMD demanding a probe. The bank initiated an inquiry, but shortly after, six officers — including the HR Officer — were transferred overnight. The officer association AIBOC then intervened, demanding both the cancellation of the transfer orders and the transfer of Mr Rajoria from the Sambalpur Region.”
“This entire incident has once again initiated debate on the work-life balance and toxic work culture being pushed on the employees. The deafening silence of the management is demotivating the staff and business is seriously affected, the officer concludes”.
