Telangana Grameen Bank: A Successful Culmination of a Brave Legal Battle for Regularisation of Casual Labour

The Telangana High Court has directed the regularisation of over 450 casual workers in Telangana Grameen Bank, following a legal battle led by AIRRBEA, marking a significant labour rights victory.

In a major relief for daily-wage workers of Telangana Grameen Bank (TGB), the Hon’ble High Court of Telangana has issued directions for the formulation of a scheme for the regularisation of casual labourers working in the bank. The order, dated 17 April 2025, marks the successful conclusion of a prolonged legal struggle led by the All India Regional Rural Bank Employees Association (AIRRBEA).

Legal Victory for Workers

The judgement is set to positively impact more than 450 casual labourers engaged in various roles across TGB. This legal battle was spearheaded by AIRRBEA, which has consistently advocated for the rights and welfare of casual and daily-wage workers in Regional Rural Banks (RRBs).

In a statement following the judgement, AIRRBEA extended congratulations to all the daily-wage workers and the officers’ and employees’ units who supported the cause. The Association emphasised that the struggle was not just about employment regularisation but also about justice and dignity of work.

Parallel with APGVB Case

The High Court’s directive in the TGB case draws a significant parallel to an earlier judgement concerning the Andhra Pradesh Grameena Vikas Bank (APGVB), where 473 casual workers were regularised after a similar legal contest led by AIRRBEA. The Telangana High Court made reference to that case in its ruling, highlighting the precedence and legal grounding of its directive.

AIRRBEA to Pursue Implementation

B Ravikanth, President of the Andhra Pradesh-Telangana RRB Employees Association, told Kanal, “It is a significant victory for the casual workers of TGB and RRBs in general. Our association will be taking up this verdict with the Chairperson of Telangana Grameen Bank to get it implemented at the earliest.”

He further added, “The single bench of the Hon’ble High Court of Telangana, while passing the judgement, has also referred to the similar verdict in the case of APGVB and the corresponding verdict from the Supreme Court upholding the same. Therefore, it will be a wastage of public money even if the bank decides to go for an appeal.”

Way Forward

The ruling is expected to set a precedent for similar demands in other RRBs across the country. With the backing of AIRRBEA and the legal validation of their long-standing demands, the casual workers of TGB may now look forward to job security and formal employment benefits.

As AIRRBEA prepares to engage with the bank’s top management for swift implementation, this legal outcome stands as a notable instance of collective struggle resulting in institutional change.
