AIRRBEA Participates in RRB Conciliation Meeting: 12th BPS, Casual Staff Regularisation, HR Policy in Focus
All India Regional Rural Bank Association participates in RRBs conciliation meeting held in Delhi. Key issues like promotion, parity, recruitment, and casual staff regularisation were discussed.

The conciliation meeting on the issues concerning Regional Rural Banks (RRBs) was held on 15 May 2025 at the Office of the Chief Labour Commissioner (Central), Ministry of Labour & Employment. The meeting was a follow-up to earlier discussions held on 19 March 2025. The session saw the participation of union leaders from All India Regional Rural Bank Association (AIRRBEA), NFRRBO, NFRRBE, NFR RRBS, and senior officials from DFS, NABARD, and sponsor banks.
A general strike notice dated 30 April 2025 had been served by the AIRRBEA for a strike on 20 May 2025. Consequently, the matter was seized for conciliation and merged with previous cases under the same issue. However, since a similar strike notice was seized earlier in Mumbai by another officer and deferred till 16 May 2025, today's hearing at the central level focused on avoiding duplication and streamlining communication.
Key Outcomes from Today’s Conciliation:
1. Update on 12th Bipartite Settlement (BPS) & 9th Joint Note (JN):
NABARD submitted a detailed, unit-wise update on the implementation of the 12th BPS and 9th JN. The Chief Labour Commissioner instructed NABARD to pursue its implementation across all RRBs in alignment with DFS’s parity orders.
2. HR Policy Draft in Progress:
Responding to queries on recruitment, promotion, service rules, and leave policy, NABARD informed that a comprehensive HR Policy draft is expected to be forwarded to DFS by next week. The unions were assured that this policy would resolve a majority of longstanding service-related concerns.
3. Sub-Staff Recruitment and Regularisation:
Concerns were raised about the status and recruitment of Group-D staff. The CO directed all RRBs to submit data on current vacancies and recruitment progress. NABARD is to compile and present the findings in the next session.
4. Compassionate Appointments and Casual Workers:
Detailed discussions took place on compassionate appointments, their date of implementation, and regularisation of daily wage/casual staff. The Labour Commissioner insisted on urgent data collection and compliance across RRBs.
5. DRT Cases and Service Regularisation:
Other peripheral but pressing concerns such as Debt Recovery Tribunal (DRT) cases and service rule anomalies were also raised, with instructions issued for detailed status submissions.

Points Raised by Unions in Written Submission:
- Immediate revision of service and promotion rules.
- Full wage parity across RRBs.
- Regularisation of part-time and casual workers.
- Formation of the National Rural Bank of India.
- Compassionate appointments to be treated at par with Nationalised Commercial Banks (NCBs).
Next Steps:
The next conciliation meeting has been scheduled for 04 July 2025 at 11:30 AM. The CO expressed dissatisfaction with the absence of several RRB representatives and warned that strict legal measures may be taken to ensure participation in the upcoming meeting. NABARD was especially instructed to ensure attendance compliance.

The meeting bore signatures of over 40 representatives from unions, DFS, NABARD, sponsoring banks including Bank of Baroda, Canara Bank, UCO Bank, and more. The document was endorsed by Shri Tej Bahadur, Deputy Chief Labour Commissioner (Central).
