Bank of Baroda Promotion Policy Dispute: Dy. CLC Seeks Evidence from Both Sides

The Ministry of Labour and Employment summoned Bank of Baroda’s (BoB’s) management and the All India Bank of Baroda Officers’ Union (AIBOBOU) for a joint hearing before the Deputy Chief Labour Commissioner (CLC) in Mumbai on August 8, 2025. The session was held to address the union’s complaint over the bank’s promotion policy, which it claims lacks transparency and fairness in evaluation methods. The case follows an earlier summons issued by the Ministry in connection with promotion policy-related grievances.
Background to the Dispute
The union has been raising concerns since the amalgamation of BoB with other banks, criticising the introduction of the SPARSH GEMs appraisal system and the COHORT classification method. According to AIBOBOU, these processes replace individual merit-based assessment with group comparisons, lack transparency in how grades are converted into numerical marks, and withhold promotion results from officers—unlike practices in some other banks.
The union argues that these measures have eroded trust and created a “black box” system where the assessment process is unclear.

Proceedings Before Dy. CLC
At the 8 August hearing, AIBOBOU was represented by General Secretary K. Srinivasarao, Secretary Lokesh Mishra, and Vice President Seetha Ram I.V. BoB was represented by AGM–HR Arun Kumar and Chief Manager–IR Shiv Nath Bali. Both sides exchanged written submissions in the presence of the Dy. CLC.
Union’s Stand and Demands
The officers’ union has called for complete disclosure of the appraisal process and COHORT classification logic, public release of promotion results in a transparent manner, clarity on the formula used for converting grades to marks along with the rationale behind weightage allocation, and the adoption of a fair, scientific, and individual-centric evaluation system.
Next Steps in the Case
After hearing both sides, the Dy.CLC directed the union and the bank’s management to produce concrete documentary evidence to substantiate their respective claims and rebuttals.

‘Call for justice’
Speaking to Kanal, K. Sriniwasrao, General Secretary of AIBOBOU, said, “This is not just a fight over promotion lists—it is about justice, fairness, and dignity in career progression.
The matter is now posted for the next hearing on 10 September 2025, where both parties are expected to present further submissions and supporting documents.
