Jharkhand Rajya Gramin Bank Staff Harassment by Regional Manager Triggers Union Protest Call

Jharkhand Rajya Gramin Bank unions flag harassment by Gumla Regional Manager. Despite repeated complaints, no action. Unions to start protest from 7 July over inaction.

In a strongly worded joint representation submitted on June 18, 2025, the Jharkhand Rajya Gramin Bank Adhikari Sangh (JRGBAS) and Jharkhand Rajya Gramin Bank Karmchari Sangh (JRGBKS), affiliated to All India Regional Rural Bank Employees Association (AIRRBEA), expressed deep anguish over repeated acts of harassment by the Regional Manager of the Gumla region against branch managers and staff.

  • September 4, 2024

No corrective action has been taken, compelling the unions to declare an agitation starting Monday, July 7, 2025.

Regional Managers of RRBs such as Odisha Gramin Bank and Uttar Pradesh Gramin Bank have recently made headlines for displaying abusive behaviour and using authoritarian language towards their staff.

According to the joint letter, Sri Kamal Kishore, the said Regional Manager, has been repeatedly indulging in what unions describe as “inhuman and insensitive behavior” towards subordinate officers and employees. These include unjustified harassment, mental torture, and arbitrary rejection of legitimate travelling and halting bill reimbursements.

“It is with utmost pain that we inform you about the persistent ill-treatment faced by our comrades,” the unions stated, adding that even after months of complaints, the management’s silence has emboldened the officer further.

Unions allege that the hostile work environment has led to severe mental distress among affected staff, some of whom have now reached a breaking point. "Our members had placed their faith in the institution's higher management to intervene, but inaction has left them disappointed," said Keshav Bharadwaj and Nitesh Kumar, General Secretaries of the Officers and Employees Unions respectively.

The unions have announced that if no concrete action is taken by the management, all their affiliated members will commence sustained agitation from 7 July 2025. The details of the protest and future course of action will be made public on the same day.

The joint memorandum has been sent to key authorities including the General Manager (HR), Department of Financial ServicesNABARD, and even the Ministry of Finance, Government of India.

This marks a serious escalation in industrial unrest within Jharkhand Rajya Gramin Bank.
If unresolved, the issue could intensify into a large-scale protest movement, impacting bank operations in rural Jharkhand.
