UP Gramin Bank Union Urges End to Sponsor Bank Deputations for Regional Manager Posts

Prathama UP Gramin Bank Officers’ Federation urges end to Bank of Baroda deputations for Regional Manager posts, and demands promotions for internal officers to boost staff morale.

The Prathama UP Gramin Bank Officers’ Federation (PUPGBOF) affiliated to AIRRBOF, has urged the management of Uttar Pradesh Gramin Bank (UPGB) to stop appointing Regional Managers (RMs) from the sponsor bank, Bank of Baroda, and instead promote deserving in-house officers.

In a letter dated June 25, addressed to the Chairman of UPGB, the union stated that while the bank has a sufficient number of qualified and capable Scale-IV officers, they continue to be bypassed for higher responsibilities. This, the union argues, has led to widespread discontent among senior officers who feel “overlooked and undervalued.”

“Appointments to the post of Regional Manager are being made from the sponsor bank on deputation. This practice has become a cause of concern and discontent among all officers of our bank,” the letter reads.

Morale Impact and Violation of NABARD Guidelines

The union further highlights that such deputations from Bank of Baroda not only hinder the career progression of UPGB’s internal officers but also contradict guidelines issued by NABARD and the Department of Financial Services (DFS). These directives recommend giving preference to Scale-IV officers from within RRBs for senior positions.

The continuation of this deputation practice, the letter notes, also affects internal staffing structure and promotion pipelines. “This practice of deputation from sponsor banks directly impacts the creation of vacancy for the post of scale IV & V which hampers the career growth of officers in our bank,” it states.

 

Union Demands Repatriation and Promotions

In light of these concerns, PUPGBOF has made two key demands:

  1. To repatriate Regional Managers currently on deputation from Bank of Baroda to their parent institution with immediate effect.
     
  2. Initiation of a timely promotion process to fill the resulting vacancies with eligible and meritorious officers from UPGB itself.
     

The letter concludes with an appeal to the bank's leadership to take these steps in the “best interest of the bank and its committed workforce,” stating that such action would not only uphold fairness but also “significantly boost morale and dedication.”

This push from PUPGBOF seeking appointment of RMs from the UPGB comes amid the alarming rise in Regional Manager misconduct  in RRBs.
