Prathama UP Gramin Bank Officers Protest in Hapur Over Forced Loan Approvals Under CM Yuva Scheme

Following the recent amalgamation of Prathama UP Gramin Bank into Uttar Pradesh Gramin Bank, tensions erupted in Hapur on June 3, 2025, as a group of officers staged a walkout from a government-convened meeting. The meeting, led by the Chief Development Officer (CDO) of Hapur, was held to review the progress of the CM Yuva Udyami Yojana, a flagship self-employment scheme of the Uttar Pradesh government.

The officers, now part of the larger Uttar Pradesh Gramin Bank post-amalgamation and merger, alleged that they were being pressured to approve pending loans without proper due diligence. According to a formal complaint submitted by the Prathama UP Gramin Bank Officers' Association (PUPGBOA), the environment of the meeting was coercive, and officers were instructed to immediately approve and update beneficiary loan cases in the portal, irrespective of documentation status or credit evaluation.

A letter signed by General Secretary Mohit Chaudhary and President Vivek Sharma of the PUPGBOA, dated June 4, 2025, stated that officers were effectively not allowed to leave until compliance was ensured. The letter describes this as "a misuse of administrative authority" and says that 16 officers from Prathama UP Gramin Bank were compelled to walk out in protest.

A WhatsApp communication from the union leadership described the event as an “unlawful detention disguised as a meeting.” It confirmed that the Lead District Manager (LDM), Hapur, was notified and a protest was officially lodged. “Any misadventure by the administration will be responded to, be it legally or on the ground,” the message stated.

The union credited Vikint Chaudhary of the Ghaziabad unit for stepping in and leading the protest response. “This bold and stern step will send a clear message,” read the note, which also emphasized that such arbitrary actions are becoming more frequent and will not be tolerated.

Local Hindi media also reported the protest, with the headline:
“दबाव में काम नहीं करेंगे… जिसे जो करना है कर ले”
(“We will not work under pressure… do what you must.”)

According to the news report, 32 managers from various banks participated in the meeting, including 16 from Prathama UP Gramin Bank. Officers objected to being ordered to remain in the hall until all loan files were approved. The administration has reportedly taken note of the walkout and is expected to respond formally.

This incident underscores the growing friction between rural bank officers' statutory duties and the aggressive targets set under government schemes like the CM Yuva Yojana. While the scheme aims to support youth entrepreneurship, bank officers insist that financial prudence cannot be compromised, even post-amalgamation into Uttar Pradesh Gramin Bank.
