AIRRBEA Submits Resolutions to DFS, Demands Urgent RRB Reforms
AIRRBEA has submitted resolutions to DFS, demanding key reforms in RRBs, including formation of National Rural Bank of India, staff recruitment, 12th BPS full implementation, regularisation of casual workers, pension parity, etc. The association seeks urgent policy changes to strengthen rural banking.

The All India Regional Rural Bank Employees Association (AIRRBEA) has formally submitted a list of resolutions to the Department of Financial Services (DFS), Ministry of Finance.
In a letter dated February 26, 2025, addressed to DFS, Additional Secretary; AIRRBEA stated: “We like to draw your kind attention to the fact that the above 15th Triennial conference unanimously adopted the following resolutions—demanding the formation of a National Rural Bank of India with state-level bodies, totally delinked from existing sponsor banks.”

AIRRBEA has raised nine key demands concerning the structural and operational framework of RRBs. The most significant resolution calls for the formation of a National Rural Bank of India, which would have state-level bodies, completely delinked from existing sponsor banks.
Key Resolutions from the Conference
- Formation of a National Rural Bank of India with state-level bodies, separate from sponsor banks.
- Adequate staff recruitment as per GOI-approved manpower policy and relaxed promotions to fill vacancies.
- Full implementation of the 12th Bipartite Settlement and the 9th Joint Note in line with the GOI order dated 08.07.2024.
- Equal leave policies for RRB employees, aligning them with those of sponsor banks.
- Regularization of casual, part-time, and outsourced workers following the model of Andhra Pradesh Grameena Vikas Bank (APGVB).
- Abolition of the New Pension Scheme (NPS) and restoration of the Old Pension Scheme (OPS) for greater financial security.
- Revision of the transfer policy, ensuring parity with Public Sector Banks.
- Parity in pension and computer increment, implementing Supreme Court orders in full spirit.
The association has forwarded copies of the letter to the Chairman of NABARD, sponsor banks, and RRB chairpersons to ensure widespread consideration of the resolutions. With these demands, AIRRBEA is pushing for comprehensive policy changes that could reshape the future of India's rural banking sector.
